PRIORITY 2 OF THE IE OP: R&D INFRASTRUCTURE

Objective of Priority 2: to increase the competitiveness of Polish science through consolidation and modernization of the research and IT infrastructure of Poland’s top research centres.

Three measures have been identified within Priority Axis 2:

  • Measure 2.1 Development of research centres with high potential
  • Measure 2.2 Support for the development of shared research infrastructure
  • Measure 2.3 Investments related to the development of science’s ICT infrastructure

SUPPORT UNDER THE PRORITY AXIS

Under this priority axis, research centres with high potential will receive support for investments in scientific and research equipment as well as in buildings and structures, if necessary. A significant portion of the funds allocated for Priority Axis 2 will be concentrated on such infrastructure projects in several large centres run by consortia of research and business partners. Projects concerning Large Research Infrastructure will also be supported.

Restructuring processes aimed at consolidating research units through relocation and/or development of shared, modern research infrastructure, will also be financed.

Another type of support under the priority axis will be the co-funding of investments associated with maintaining and developing science’s IT infrastructure. In addition, there are plans to develop digital resources including, in particular, a database of research results and information on the conditions under which the business sector may gain access to the results of research projects.

Priority will be given to projects designed to provide infrastructure for research and development in subject areas specified in Priority Axis 1.

Staff will need training in the use of new research equipment; therefore, it will be possible to include a training component in the infrastructure projects. Priority Axis 2 will also support project promotion components as well as the promotion of the results of R&D work done using the infrastructure co-funded under the IE OP.  

Measure 2.1 Development of research centres with high potential

The objective of the Measure is to develop the infrastructure of research units in centres with high research potential so as to allow them to conduct high quality research.

Projects to be supported include the development of infrastructure of research centres with high potential and of specialist research laboratories as well as projects implemented under the Polish Roadmap for Large Research Infrastructure, including projects involving entities which closely cooperate with businesses (laboratories providing specialist research services, Advanced Technology Centres and others) and which operate within networks (i.a. Centres of Excellence).

In the case of Measures 2.1, 2.3.1 and 2.3.3, each beneficiary may submit only one project application.

Potential beneficiaries include research units with the exception of R&D centres, research units operating within research networks or within research-industry consortia, the National Centre for Research and Development as well as non-profit partnerships established by the above-mentioned entities.

Euro 691,423,530.00 has been allocated to this measure (ERDF funds and national public funds).

Measure 2.2 Support for the development of shared research infrastructure

The objective of the Measure is to develop research infrastructure that helps develop cooperation between various national research centres, and to use synergy as a way to ensure more efficient utilization of funds and infrastructure.

Investment projects eligible for funding under the Measure may include:

  • development of new research infrastructure to be shared by a number of research units; and/or
  • relocation of  research infrastructure.

Potential beneficiaries include research units with the exception of R&D centres, research units operating within research networks or within research-industry consortia, the National Centre for Research and Development as well as non-profit partnerships established by the above-mentioned entities.

Euro 349,117,647.00 has been allocated to this measure (ERDF funds and national public funds).

Measure 2.3 Investments related to the development of science’s ICT infrastructure

The objective of the Measure is to provide Polish scientists with uninterrupted and safe access to IT infrastructure, to allow them to conduct state-of-the art research using information society technologies, and to provide research units based in Poland with access to infrastructure that will allow them to communicate freely with ICT networks used by the international scientific community.

Measure 2.3 will support supraregional projects involving:

1. development and maintenance of science’s IT infrastructure, including:

  • investments in advanced network infrastructure,
  • purchase of advanced IT solutions, including IT-based equipment. 

2. development of science’s digital resources, including:

  • development and maintenance of databases containing information on research results and the conditions of access to research project results,
  • development and provision of access to databases of scientific publications.

3. development of advanced ICT applications and services for scientists .

In the case of Measures 2.1, 2.3.1 and 2.3.3, each beneficiary may submit only one project application.

Potential beneficiaries include research units, with the exception of R&D centres, leading units of Metropolitan Area Networks, high performance computing centres, research units operating within research networks or within research-industry consortia, the National Centre for Research and Development as well as non-profit partnerships established by the above-mentioned entities.

Euro 258,729,412.00 has been allocated to this measure (ERDF funds and national public funds).
